is a senior constitutional law scholar and legislative expert with over three decades of experience in parliamentary legal advisory, constitutional reform, and public law research. He holds a PhD in Public Law with a specialization in constitutional law, and a Master’s in Constitutional Law from the Lebanese University, with his thesis focusing on the prosecution of heads of state and ministers within dual judicial and political frameworks.

Dr. Chehade has served for more than 30 years as Secretary of various parliamentary committees in the Lebanese Parliament, including Foreign Affairs, Public Works and Energy, Displaced Affairs, and currently Media and Telecommunications. His career has centered on legislative drafting, comparative constitutional interpretation, and parliamentary procedures, with extensive participation in legal reform and institutional modernization initiatives in cooperation with international organizations and European institutions, including ENA (France) and USAID.

He is a Professor of Constitutional Law and Human Rights at multiple faculties of the Lebanese University, including the Faculties of Law, Education, Public Health, and Arts. He has also trained parliamentary staff and participated in dozens of international workshops on rule of law, human rights, legislative reform, and media regulation, in France, the UK, and the MENA region.

As a legal author, Dr. Chehade has published multiple academic books and legal commentaries on human rights in Lebanese law, political accountability, media freedom, and the rule of law in Lebanon and France. His work is widely referenced in legislative circles and university curricula.
