is a seasoned legal advisor and strategic consultant specializing in international humanitarian law (IHL), international human rights law, and refugee protection, with over two decades of experience in both military and humanitarian contexts. A retired officer of the Lebanese Armed Forces, Dr. Fayad has played a key role in integrating international legal standards into military practice and institutional policy.

He served as Head of the IHL Division and later Head of the Human Rights Division in the Lebanese Army, where he advised military units on the application of IHL, oversaw training programs that reached thousands of personnel, and collaborated with international organizations including the ICRC, UNHCR, and IOM to improve detention conditions and enhance the protection of vulnerable populations. His leadership contributed to the creation of detainee complaint mechanisms and significant reforms in detention facility management.

Dr. Fayad holds two Master’s degrees—one in International Humanitarian Law and another in Advanced Public and Business Law, and authored research on the legal frameworks for drone warfare and the status of climate migrants under international law. He has also published academic work on cyberattacks in IHL in the Lebanese National Defense Review.

Certified by multiple international agencies in areas such as torture prevention, detention monitoring, health care during armed conflict, and gender-based protection, he brings comprehensive expertise to matters involving armed conflict, cross-border migration, and civilian protection. He is fluent in Arabic and French, with working knowledge of English.
