is a full professor of political science and international law at the Lebanese University, and one of Lebanon’s most seasoned scholars in the fields of geopolitics, international relations, and public international law. He holds a PhD in Political Science with a specialization in International Relations and International Public Law from Paris II (Sorbonne University), as well as a Master’s degree (DEA) from the same institution. With academic credentials spanning over three decades, Dr. Khalifé is recognized for his contributions to both scholarship and public policy in the Arab world and beyond.
Since 1989, Dr. Khalifé has taught at the Faculty of Law and Political Science at the Lebanese University, offering advanced courses in international relations, regional and international organizations, and global legal systems. His academic role includes doctoral supervision, curriculum development, and institutional leadership. He has also served as a professor of human rights at the Lebanese Army’s Command and Staff College, and contributed to the École Nationale d’Administration (ENA) as a lecturer and trainer.
Dr. Khalifé’s research focuses on the foreign policies of great powers, regional crises, and the strategic dynamics of the Arab world, with dozens of academic papers and books published in Arabic, French, and English. His work includes notable publications on maritime boundary delimitation, the Iran nuclear agreement, the Euro-Mediterranean partnership, and China’s economic influence, alongside analytical contributions in respected journals such as Al-Ghadeer and national newspapers like As-Safir, Al-Diyar, and Al-Akhbar.
He has participated in numerous international conferences and policy forums, delivering papers on topics such as the role of the UN Security Council, post-conflict governance, higher education quality assurance, and Lebanon’s maritime and energy sovereignty. His policy-oriented contributions extend to consultancies and technical roles within Lebanon’s Ministry of Higher Education and various EU-Mediterranean educational cooperation projects.
